Yes! He was on Fat Albert, and his name, appropriately, was Dumb Donald.
They probably called him "Dumb" because he wore Thom Browne.
"Why the fuck am I wearing a hat over my whole goddamned face? Clearly I cannot think for myself and need help putting my underwear on in the morning. Oh dear, I wet myself again. Someone get me a change of Thom Browne pants."
